Cruise ships
The license fee for live and background music performed in the dining areas, bars (including pub, lounge, etc.), and clubs on board depends on the number of restaurants, cafes, bars, discos, etc., on the ship.
For music played on ships, the fee does not depend on whether it is live or background music.

Background music – music that is played at the location specified in the contract without the participation of the performer(s), but is only performed through any technical means or process (radio, television, internet, etc.).
Live music – music that is sung, played, or otherwise performed directly, either live or through a recording (e.g., karaoke).
In addition, there is an additional daily license fee for background music played in other areas of the ship (e.g., shops, cabins, corridors, elevators, children’s rooms, etc.), which is €10 per day on the ship.
These license fee rates do not apply to paid concerts, shows, and theatrical performances. The license fee for organizing such events is separately agreed upon.
Estonian vessels navigating in domestic or territorial waters
The license fee is €0.89 per day per vessel or €19.17 per month per vessel, in case the Licensee does not provide EAÜ with a report indicating on how many days music has been performed in the respective month.
NB! The license fee rates mentioned here do not include the value-added tax amount added according to the Value Added Tax Act, which is calculated on the EAÜ commission and is separately indicated as a line item on the invoice provided by EAÜ.
These license fee rates are valid from January 1, 2024, to December 31, 2024.
Buses
The license fee rates are as follows:
- €6.39 per month per bus with 20 or more seats
- €3.20 per month per minibus with fewer than 20 seats
